Meanwhile, the 23rd meeting of the Standing Committee of the 14th Zhejiang Provincial People's Congress approved the "Hangzhou Regulations on Promoting the Development of the Embodied Intelligent Robot Industry." As the first local regulation in China specifically focusing on the field of embodied intelligent robots, these regulations closely align with the core needs of industrial development, building a full-chain institutional system covering technological innovation, infrastructure, industrial cultivation, scenario empowerment, and safety management, helping embodied intelligent robots "run" fast and steadily. Embodied intelligence is seen as a key direction in the evolution of AI and a bridge connecting the digital and physical worlds, currently rapidly moving from the lab to the stage of scenario application. Data shows that Hangzhou has gathered over 700 robot-related enterprises, with the output value of the embodied intelligence industry cluster reaching 106.8 billion RMB in 2025. Among them, the domestic market share of quadruped robots and humanoid robots accounts for 80% and 50%, respectively, with core technologies such as motion control algorithms and multimodal interaction holding leading advantages.
